    There is plenty of research which argues that, overall, education leads to better outcomes for individuals and society. However, accounting for the specific social, economic and environmental outcomes from an investment in education remains a challenge, not only for governments, but also for any organisation which runs or invests in education programmes or initiatives. Without this information, it is difficult to make choices between different ways in which these outcomes can be achieved, and how best to design and deliver education activities.The objective of this paper is to review some of the available research and provide guidance on how it can be used.

    A Discussion Document on the Valuation of Social Outcomes

    There is growing recognition and interest in the valuation of social outcomes, and Social Value International (SVI) and the World Business Council for Sustainable Development (WBCSD) convened a meeting of experts to further the debate. This document is the result of the result of the meeting in September 2015 that took place in the Bellagio Center on Lake Como in Italy, and was sponsored by the Rockefeller Foundation. The meeting brought together 22 individuals from a range of sectors and countries to discuss the variety of valuation techniques, their relationship to one another, and how they can be mapped and brought together with clearer guidance. This report is the result of the global meeting, and is designed to garner cross-sector discussion and alignment – with a particular focus on the assigning of monetary values to social outcomes. We hope you enjoy the document, that it adds to the ongoing debate and discussion around these important issues.

On the back of this contract, investment is raised from socially-motivated investors. This investment is used to pay for a range of interventions to improve the social outcomes. The financial returns investors receive are dependent on the degree to which outcomes improve.

    Commissioning procurement social valueThe theme for this publication is commissioning and procurement with social value. It was set up as a result of a consultation exercise with the TI network of practitioners and participators to identify what they think are the key issues to move forward the agenda of public service reform.

    This paper starts by providing an overview of the policy issues that relate to the introduction of social value within commissioning and procurement and then looks at some of the current debates in the area. Finally it provides an overview of what tools and methodologies exist for measuring value. This content is being used as a starting point to stimulate a conversation with those frontline practitioners and commissioners who are involved in delivering and procuring public services in order to build up a collaborative piece of research.

    Principles Into Practice: How charities and social enterprises communicate impact

    The Principles of Good Impact Reporting provide a framework for how charities and social enterprises should communicate their impact and what they should communicate. These principles are intended to be flexible; charities can shape their communications and reporting around their own context, and should not view them as a compliance exercise. There is no single right way to report on impact.

    These principles are also meant to be aspirational. Many charities and social enterprises will find they cannot at first answer all the questions they pose. Instead, they will have to work through a journey from their purpose to their strategy, taking in their approach to measuring impact along the way. Although many charities will not be able to apply these principles fully at first, asking these questions should help to define a path towards fuller answers. Many charities will improve their reporting significantly by reviewing it against these principles, and can also plot a course towards improving it in future.
